PSPCL engineer’s association has raised objection with CMD, over the letter issued by Chief Accounts Officer (CAO) HQ, directing employees to give option as per Punjab Govt pay circular by July 23, 2021.

In this context they wrote a letter to the CMD, PSPCL and highlighted that “a discussion was held with your good self on this subject. Association regrets to point out that in spite of the impracticality and illegality of this circular has not been withdrawn till date.”

Association spokesperson said “PSPCL/PSTCL have different pay bands and grade pay than that of Punjab Govt and PSPCL /PSTCL will have to first issue detailed pay circular establishing pay matrixes as per PSPCL pay bands and grade pay ,where as the Punjab Govt circular has granted pay matrixes only as per Punjab Govt pay bands and grade pay. It may be noted that cadre structure as well promotional / ACP is different in PSPCL/PSTCL. It is not understood, how an employee can give options without knowing, what are the pay matrix, in which there pay will be fixed on 1.1.2016 and how there promotion will be accounted for on their promotion/ financial upgradation.”

Highlighting further, they said “how an employee who has retired after 31-12-2015 will be able to give an option with knowing how their pay will be fixed and thus how their pension is being fixed.”

The association raised question over the timings of the issuance of letter. “It is not understood what was so urgent on part CAO/HQ to issue such a circular on Saturday and then asking for an offer and option’, by July 23,2021, against all pay fixation norms. The said circular even violates the Punjab govt instructions, to which it is refereeing. Why such a move has been executed when the BOD has already decided to frame WFC.The irony is that the office order on the decision of the Board of Directors, taken in BOD meeting held on June 26, 2021 is still pending, while this illegal order was issued on Saturday, granting only four working days to employees to give options.”

Association showed their apprehension to the CMD,” that some elements hostile to Punjab power sector are hell bent on breaking the industrial peace, which have been able to achieve. Recently association cautions you to be aware of such elements to avoid any further unrest which will not benefit anyone. Association demands immediate withdrawal of arbitrary circular and requests that (to be constituted) WFC be asked to expedite its recommendations. “
