Punjab Cabinet Decisions-II-one time exemption for pending motor vehicle tax defaulters; special girdwari amongst others

In order to provide succour to the victims of the flood affected districts of the state, the Punjab Cabinet led by Chief Minister Bhagwant Mann gave nod to conduct Special Girdawari by August 15 to assess and compensate every single penny of loss suffered by people.
A decision to this effect was taken in a meeting of the Cabinet held here under the chairmanship of the Chief Minister at the Punjab Civil Secretariat- I on Saturday.
Disclosing this here today a spokesperson of the Chief Minister’s Office said that the Cabinet was of the view that 1495 villages in the 19 districts of the state have been affected badly by floods. As per the reports 44 people have lost their lives, 22 injured, 391 houses have been fully damaged and 878 have been partially damaged and 1277 people are still lodged in 159 relief camps. In order to compensate these people for loss of every single penny the Special Girdwari will be completed by August 15.
GIVES NOD TO NEW SPORTS POLICY-2023 WITH A FOCUS ON JOBS, TRAINING, INCENTIVES AND ROBUST INFRASTRUCTURE FOR PLAYERS
In order to restore the pristine glory of the state in fields of sports and to further give boost to sporting activity in the state, the Cabinet also gave nod to the new Sports Policy-2023 focussing on jobs, training, incentives and robust infrastructure for players from village level. The Sports Policy-2023 is the strategic blueprint to promote Sports in the state, by developing a pyramidal sports infrastructure from village, cluster, district and state levels with an adequate number of coaches and experts, who will provide basic training/ guidance in athletics/ games/ fitness at cluster level. Likewise, the policy also focuses on more training in locally popular games at cluster level, professional coaching at district level and even more sophisticated training at State Level, for excellence at State, National and International Levels.
It also envisages bringing an attitudinal shift in the people of Punjab, by popularizing sports through organizing sports leagues, rewarding outstanding sportspersons, offering them employment in government thus restoring the state’s true nature that celebrates all colors as ‘Rangla Punjab’. The Policy stipulates encouraging all citizens to adopt an active lifestyle, motivating all children to come to play/run and restoring Punjab’s glory in Sports at national and international levels. For this pyramidal sports infrastructure will be developed with playgrounds in every village/ locality, sports nurseries at village cluster level within 4km of every home, well equipped District Spots Complexes with Hostels for players and centres of excellence at State Level.
The Policy also lays thrust on identifying talent in sports at grass root level and training it in a scientific manner and to provide assistance to prepare budding players for National and International level events including para and specially-abled sportspersons. The policy also focuses on providing opportunities for training of coaches at National and International level and it also emphasizes on putting sports on a high pedestal through rewards and job opportunities for outstanding sports persons. For this national and international league, competitions, games and tournaments will be hosted and organized, corporate Sector will be involved for development/management of sports and an IT Platform will be developed and deployed to monitor and enhance performance of players and bring together all stakeholders.
GIVES CONSENT TO THE PUNJAB CUSTOM MILLING POLICY FOR KHARIF 2023-24
The Cabinet also approved “The Punjab Custom Milling Policy for Kharif 2023-24” as per which the Rice Mills will be linked online to the procurement centres in time by the Department. The paddy allocation to Rice Millers under RO scheme will be automatic through an online portal and the paddy will be stored at the eligible rice mills as per their entitlement and agreement executed between the State agencies and the rice millers. The Kharif Marketing Season 2023-24 will start from October 1, 2023 and the procurement of paddy will be completed up to November 30, 2023.
GIVES EX-POST FACTO APPROVAL TO ONE TIME EXEMPTION TO VEHICLE OWNERS FROM THE PAYMENT OF INTEREST AND PENALTY ON THE PENDING MOTOR VEHICLE TAX
The Cabinet also gave ex-post facto approval to give One Time Exemption to the owners of more than 15 years old vehicles, which are scrapped as per the Registered Vehicle Scrapping Facility (RVSF), from the payment of interest and penalty on the pending Motor Vehicle Tax. This exemption will be applicable for a period of one year from June 28, 2023
