Punjabi University barred colleges affiliated with it to admit students

Punjabi university has decided to act tough against the education colleges flouting the NCTE and university faculty norms by not appointing any approved principal and faculty member.
Twelve such B. Ed. Colleges, which have been operating without any approved teacher and principal, have been prohibited from admitting new students in B. Ed. first year for the session 2021-22. The first counseling for admission to B.Ed. colleges is due on 21st October.
According to the guidelines of NCTE, for an intake of 100 students for B. Ed. course, there is a requirement of 16 full time faculty members including the principal. Further the selection of at least 10 faculty members including the principal should be approved by the university. But since last many years these colleges had not recruited any University approved faculty member and principal despite many reminders and warnings by the university.
After the last warning in August, these colleges had given an affidavit, stating that they will appoint an approved principal and the minimum required faculty by 15th October and in case they failed to do so, they had no objection to university taking any disciplinary action against them. Consequently, Punjabi university has now banned these colleges from admitting any student in B. Ed. First year. In the absence of proper teaching faculty, the students studying in other classes and courses in these colleges are also suffering and the colleges have further been strictly instructed to appoint the minimum required faculty and principal within 2 months for those students.
The 11 colleges whose fresh admission in B.Ed. have been frozen are: Bhagwati College of Education, GN College of Education, Guru Nanak College of Education for Girls (Samao), Guru Tegh Bahadur College of Education (Dalelwala), Malwa College of Education (Kotkapura), Malwa College of Education, Sardulewala, Sai College of Education(Lehragaga), Shiva College of Education, Swami Dayanand College of Education (Bhucho Mandi), Universal College of Education and Vidya Sagar College of Education (Fatehpur).
Dr. Gurpreet Singh Lehal, Dean (Colleges) further added that Punjabi University has initiated the usage of ICT technologies to bring transparency and efficiency in the working of the college development council. All the affiliated colleges have been instructed to display detailed faculty information with photographs, along with other information such as infrastructure, time table and facilities for students and faculty on their official website.
Punjabi University barred colleges affiliated with it to admit students .University is also going ahead with development of a comprehensive database of faculty members of all the affiliated colleges of the university. The searchable database will be made available on the university website and will serve as a useful resource for creating a pool of subject experts for examination, evaluation, expert talk, board of studies member etc.
The database will also be useful in mitigating the menace of ‘ghost faculty’. ‘Ghost faculty’ which is a form of “quiet corruption” refers to teachers who simply do not exist or exist in two or more colleges simultaneously. A software developed by the university will mine through the database to unearth such “ghost teachers”. Besides, faculty information, latest updated information about courses and infrastructure, of all the colleges affiliated with Punjabi university, will also be soon made available on the university website.
