” Marking of an enquiry to Chief Engineer, Technical audit and Inspection, Punjab state power corporation limited is a proof in itself that the powercom has taken this lapse seriously and its not going to be a simple enquiry” said a retired high level officer of the PSPCL. He further added that few months ago a transformer was damaged in Officers Colony area in Patiala, as a vehicle collided with the pillars of the transformer. It take a lot of time, many hours to replace that transformer. But here they did all the activities of shifting a transformer in just few hours. This has raised many questions about their intention.

As per available information, now the office of Chief Engineer, Technical audit and Inspection, Punjab state power corporation limited will seek details, records, statements etc from the concerned area officers and ask them the necessity for shifting of transformer, why they choose a public place, why they didn’t refuse the consumer that it was not  feasible to shift the transformer as it comes under essential services, why no other suitable place was selected, why that place was selected, who forced them to shift the transformer in haphazard manner, why they did it in hurry, why no intimation of shifting was given to the office of chief electrical inspector, why they energized/ started the transformer without taking mandatory clearance from  the office of chief electrical inspector etc.

As per available information the officers of Punjab state power corporation limited of the concerned sub division were under pressure from their political bosses. To oblige them, they had shifted the transformer from a secluded place to inside the car parking of AC Market, Adalat Bazar, Patiala without following the standard operating procedures, which proved costly to them as an enquiry has been marked.
