Pepsu Road Transport Corporation (PRTC) is a Public Sector Undertaking owned by the State Government .The Corporation is headed by a Chairman appointed by the State Government and it is administered by body corporate consisting of such members as may be appointed by State Government. The Managing Director and the Chief Accounts Officer-cum-Financial Advisor are appointed by the State Government under section 14 of the said Act. The Managing Director is the Executive Head of the Corporation under Section 15 (1).
Few months ago Punjab government had appointed AAP leader Ranjodh Singh Hadana as the Chairman of the PRTC.
Hadana seems to be on cloud nine after taking the reins of Punjab’s second largest public transport department.
Recently, he had signed and issued a transfer order of the general managers of PRTC, bypassing the executive heads of the PRTC -managing director and additional managing director, directly. In those orders, the chairman even marked the copy to the PA to MD , PA to AMD, not to the MD and AMD, directly.
An officer on the condition of anonymity said, “As per rules, chairman is not authorized to do the work of executive. He can recommend, sign an internal orders, not on the transfer orders. The intention of the chairman can be gauged from those transfer orders as he didn’t mark a copy to the MD or AMD directly. The transfer orders are the prerogative of executive head, not in the area of political appointee. The officers can’t point out the wrongdoings of these appointees as they have to face the music of their political bosses.”

Then said, it’s an independent body and from the last ten years Chairman of the corporation used to sign the transfer orders and I’m following my predecessors.”
When questioned “are you following your predecessors wrong doings? He said, I’m at Rajasthan as the party supremo Arvind Kejriwal and Punjab chief minister Bhagwant Mann is coming tomorrow and I’m busy over there. Come to my office on Monday, we will discuss the issue over there. Also it’s a non issue and don’t do these types on stories which makes an issue.”
