Rupnagar Police Arrest accused in Blind Murder of Unidentified Woman

Rupnagar Police have arrested Balwinder Kumar, a resident of Jammu & Kashmir, in connection with the blind murder of an unidentified woman on National Highway-21.
Senior Superintendent of Police (SSP) Rupnagar Gulneet Singh Khurana, informed during a press conference that on August 12, the body of an unidentified woman, aged about 30–32 years, was found in a naked condition in a vacant plot near village Bara, under Police Station Kiratpur Sahib, close to the Rupnagar–Sri Anandpur Sahib highway.
Since the woman’s identity was not established, her body was kept in the mortuary of Civil Hospital, Sri Anandpur Sahib. Police issued advertisements and circulated her photograph and description across various social media platforms to ascertain her identity, he said.
SSP disclosed that on August 15, Ram Singh, a resident of village Madgra, Police Station Udhopur, District Lahaul-Spiti (Himachal Pradesh), identified the deceased as his wife Kalpana (name changed). According to him, on August 4, his wife had left home with their 3-year-old daughter to visit Kullu, Himachal Pradesh, for medical treatment but never returned.
He added that on the basis of his statement, FIR No. 93 dated 15.08.2025 under Section 103 of BNS was registered at Police Station Kiratpur Sahib against an unknown person.
Gulneet Singh Khurana stated that investigation was carried out by DSP (Detective) Gurdip Singh Gosal, DSP Jasandeep Singh Mann, and DSP (Sub Division Sri Anandpur Sahib) Ajay Singh, with support from Police Station Kiratpur Sahib, CIA Staff Rupnagar, and Cyber Crime Police Station. Six suspects were questioned during the probe.
Through technical and human intelligence inputs, the blind murder case was solved, and Inspector Jatin Kapoor, SHO Kiratpur Sahib, arrested accused Balwinder Kumar, resident of village Barnoti Narainpur, Police Station & District Kathua, Jammu & Kashmir he said added that he was produced before the court and remanded to police custody.
SSP further said that during interrogation, it was revealed that the accused had met the deceased in Manali on August 4 and spent the night there. On August 6, the accused, along with his acquaintance Ruby and the deceased, traveled via Delhi to Supaul, Bihar, in search of work. They later returned to Delhi, from where the accused and the deceased set out again towards Himachal Pradesh.
He said that on reaching near village Bara, Police Station Kiratpur Sahib, the two had an argument, during which Balwinder Kumar strangled the woman to death, struck her head with a stone, removed her clothes, and dumped the body in a pit.
He said that further, during interrogation, it also came to light that the accused abandoned the deceased’s 3-year-old daughter at Khudwani bypass, District Kulgam, Jammu & Kashmir, on the night of August 16. Rupnagar Police coordinated with J&K Police and circulated the child’s photograph and description on social media to trace her.
Subsequently, Police Station Qaimoh, District Kulgam, informed about the recovery of the girl. A police party from Kiratpur Sahib, along with the child’s father and Himachal Pradesh Police, reached Kulgam and handed over the recovered child (about 3 years old) to her father through the District Child Protection Officer, Kulgam.
SSP added that the accused is currently in police custody, and further investigation is underway to explore all aspects of the case.
