September 9 OPD closure call update: PCMS Association accepts request; modify protest plan after assurance from govt

It was originally decided in the general body meeting (GBM) held on 25th August that Punjab Civil Medical Services Association (PCMSA) would give the weekly call of total OPD closure from 9th September to 14th September.
However, in view of the persistent insistence of the Punjab Government to “Moderate” a call for a few days to buy time for discussions with the Finance department and a subsequent call up for a one to one meeting between PCMSA and the Cabinet sub-committee headed by the finance minister Harpal Cheema on 11th September, the call for the Phase-1 (9th September to 11th September) and Phase-2 (12th September to 15th September) is as follows:
# PHASE-1 (_9th September to 11th September):
The association has announced that the OPDs will be suspended in the first phase for the first half (8am to 11am). During this period, no Elective OTs will be attended , only caesarean sections (both elective and emergency) and life saving surgeries to continue uninterrupted, only Emergency trauma, no elective trauma will be attended . In addition to this No Medical examinations like Driving license medical examination, Arms license medical examination, General medical examinations, Recruitment related medical examinations, UDID work, No VIP/VVIP duties, No Dope tests, No Reporting (Only dengue related reportings to be done), No Meetings, No Enquiries, No Kayakalp assessments but stop dispensing take home doses (OOAT) will be done.
But Emergency services, Post mortems, Medicolegal examinations, Court evidences, Judicial medical examinations, OOAT centres to only dispense the daily dose to remain continued uninterrupted during this period.
PHASE-2 (_12th September to 15th September_)
In the face of no notification by 11th September 2024 evening the agitation will be intensified Complete closure of OPDs, No Elective OTs (Only caesarean sections -both elective and emergency and life saving surgeries to continue uninterrupted, Only Emergency trauma. No elective trauma), No Medical examinations like Driving licence medical examination, Arms licence medical examination, General medical examinations, Recruitment related medical examinations, No UDID work.
No VIP/VVIP duties,No Dope tests , No Reportings (Only dengue related reportings to be done), No Meetings, No Enquiries, No Kayakalp assessments, No dispensing take home doses (OOAT) will be done during second phase if demands are not met or notification is not issued.
But, Emergency services, Post mortems, Medicolegal examinations, Court evidences, Judicial medical examinations, OOAT centres to only dispense the daily dose to remain continued uninterrupted during this period.
Phase 3: 16th September onwards:
If demands are not met by this date, No notification on assured career progression (ACP) is issued than All the above services plus suspension of “Medico-legal examinations” during the 2nd week of the agitation is planned by PCMSA.

The pending notification on ACPs, the call be incrementally intensified and will continue indefinitely and the call “will not” be taken back under any circumstances.
The PCMS Association stated that assured career progression (ACP) was earlier available to the doctors and an end to it was unjustified.
