Teachers unhappy; retirement age reduced; Punjab govt issues 7th Pay commission notification

Today, in pursuance of the recommendations of the University Grants Commission of the Government of India vide its letter No.1-7/2015-U.II(1) and letter No.1-7/2015-U.II(2) dated 2nd November 2017, the Governor of Punjab revised the scales of pay of Teachers and Equivalent Cadres in Universities and Colleges in the state with effect from 1st January 2016.
Today’s notification has created confusion, dejection amongst the teaching faculty as the state government has reduced the retirement age from 60 to 58 for them. As per the notification “allowances, age of retirement and other aspects shall be the same as applicable to the Punjab Government employees.” A state government employee’s retirement age is 58 (See 13.2)
Another high point of this notification is that the teaching faculty of Punjab Agriculture University, Ludhiana, Guru Angad Dev University of Animal Husbandry & Veterinary Science, Medical, Technical and Engineering Universities and Colleges are not covered under this notification. Means, they are not going to get the new, revised pay scales.
“This means the staff of IKG PTU Jalandhar, MRSPTU Bathinda, Shaheed Bhagat Singh State University Ferozepur, Beant Singh State University, Gurdaspur and MIMIT, Malout, BHSBCET, Lehra Ghagga Engineering Colleges staff are not going to get the benefits of revised, new pay scales as they all are affiliated to All India Council of Technical Education (AICTE) whereas their counterparts working in Punjabi University Engineering College, Guru Nanak Dev University Engineering College will get the new pay scales, just because they are working in a UGC affiliated university whereas their courses, departments are affiliated with the AICTE. So, logically they are also not eligible for these benefits” said a registrar of the university on the condition of anonymity. He further added that “this means that a teaching faculty at these non included universities are going to retire at 60 , not on 58.”

Another teacher of a state university on the condition of anonymity added that” Punjab government has upgraded the SBSCET as Shaheed Bhagat Singh State University Ferozepur and BCET as Beant Singh State University, Gurdaspur. The govt had already deleted the word “Technical” and using the word “State University”. So, logically the staff of these two universities must get the benefits of revised pay scales as they are not the Technical, Engineering or Technical Universities any more.”
