Powercom Junior Engineers’ stages protest, accuses management’s inordinate delay in settling their unresolved demands

On the call given by the Council of Junior Engineers PSEB, Power Junior Engineers and promoted Engineering Officers across the State today staged Circle level Protest Rallies in front of all PSPCL Circle Offices & equivalent levels at Project sites. This was informed to the press by Er. Amandeep Jehlavi, State General Secretary of JEs Council.

Meanwhile, Er. Davinder Singh Patron, Er Paramjit Singh Khattra State President & Er. Amandeep Jehlavi State General Secretary of JEs Council jointly stated that Power Junior Engineers held massive rallies at Patiala, Bathinda, Faridkot, Ferozepur, Muktsar, Khanna, Amritsar, Gurdaspur, Ludhiana, Hoshiarpur, Jalandhar, Kapurthala, Nawanshahar, Ropar, Sangrur & many other places and submitted memorandums to their respective PSPCL authorities.

They further said that Power Junior Engineers are perturbed over the inordinate delay in the settlement of their unresolved demands such as to provide the pay scale of the PSPCL/Electricity Corporation to the JEs recruited after 17-07-2020 instead of the Central Government pay scale, restoration of their 9/16 year time bound promotion scale (TBS) i.e. (AE & AEE) granted vide Finance Circular No. 10/16, to provide 2nd TBS of Sr.Xen after 16 years service, required enhancement in restoration of Special Allowance, enhancement in LTA @60/Litre petrol expenditure per month, Enhancement in promotion avenues ensuring promotion upto Sr.Xen level, enhance the existing quota for promotion from JE to AE from 50% to 75% on the lines of the Punjab Government and resolving the pending demands mentioned in the demand chart.

The Council leadership further highlighted the increasing daily workload on the JEs cadre due to the shortage of technical workers in the field offices. They said that the department is unnecessarily delaying the implementation of the permit to work system by creating an app to make it online. On 04-12-24, in a meeting held regarding the problems of JEs, a committee of five Chief Engineers assured to implement the agreements made to resolve these problems immediately, but despite the passage of so much time, these demands are still pending for implementation. Along with this, there is also delay in promotion from JE to JE-1 and AE to AEE, due to which promoted AEs are retiring without getting their next promotion as AEEs. Therefore, there is an urgent need to reduce the required time gap, otherwise even at this level, many AAEs may retire without further promotion.

In the light of the State Govt. & Power Management’s apathetic and dismissive approach towards their grievances, Power Junior Engineers will hold Zonal level protests from 19th August 2025 to 2nd September 2025 at Zonal Head Quarters.

If still no resolution is reached within reasonable time, then JEs Council will not hesitate to further intensify the protests in the coming days.
