President Awardee IPS in Trouble: CBI Unearths Crores from Decorated Cop

The Central Bureau of Investigation (CBI) on Thursday registered an FIR against a Punjab Police Deputy Inspector General (DIG)  Harcharan Singh Bhullar and Krishanu, private individual in corruption case.

According to the FIR registered by CBI both have been booked under Sections 120-B (criminal conspiracy), 420 (Cheating), 465 (forgery), 467 (forges a document) ,468 (forgery for the purpose of cheating)and 471 (fraudulent or dishonest use of a forged document) IPC at Sirhind Police Station in Fatehgarh Sahib district.

CBI raided the Chandigarh resisdence of Bhullar on Thursday. The raid is still underway, and so far, the agency has recovered around Rs. 5 Crore Cash, around 1.5 kg jewellery, keys of Mercedes and Audi, 22 luxury watches, 40 bottles of imported liquor, 1double- barrel gun, 1 pistol, 1 revolver. The CBI has also recovered Rs. 21 lakh cash from the middlemen.

The case will be investigated by Sonal Mishra, Inspector CBI.

“The verification revealed that DIG Harcharan Singh Bhullar, Ropar Range, Punjab through his aide/middleman Kirshanu, demanded 8 lakh from complainant Akash Batta for “settling” FIR No. 155/2023 and ensuring no further police action against his scrap business. During the verification on 11.10.2025 at Sector 9-D Market, Chandigarh, a recorded WhatsApp call from middleman Kirshanu to the public servant captured DIG Bhullar instructing, “8 fadne ne 8” and then “Jinna denda nal nal fadi chal, ohnu kehde 8 kar de pura,” clearly directing his middleman to collect ₹8 lakh from complainant. The middleman Kirshanu later told the complainant, “Edda kehna pata ki hai… kehnda hai August da ni aaya, September da ni aaya,” implying DIG HS Bhullar demanding monthly bribe also.”, the FIR stated.

HS Bhullar joined Punjab Police in 1993 as a PPS officer and later in 2009 ,he was promoted to an IPS officer . He was awarded President Medal for Meritorious Services (PMMS) in 2014.

He remained on key posts, SSPs in his 32 years tenure. Bhullar joined as Ropar Range DIG on November 27, 2024. Before this, he was posted as Patiala Range DIG.

The DIG belongs to a family deeply rooted in Punjab Police and political spheres. His father, Mehal Singh Bhullar, formerly held the position of Director General of Police (DGP), Punjab Police earning recognition for his involvement in anti-terror operations during the turbulent decades of the 1980s and 1990s.

His younger brother, Kuldeep Singh Bhullar, is a former Congress MLA. The family’s enduring legacy in public service has cast a larger spotlight on the case, with many expressing shock over the recent developments.
