A high level committee has been constituted by the Punjab Government to resolve the issues arising out of the 6th Pay Commission. Meeting with High Level Committee. The Union delegation led by Bhupinder Thakur included Ajay Gupta, Modi College, Patiala, Shivinder Singh Khalsa College, Amritsar, Deepak Sharma, D.A.V. College, Amritsar, Ravi Mani, HMV College, Jalandhar, Shamsher Singh, Khalsa College, Patiala and Amrik Singh, Public College, Samana. The Punjab Government was represented by K.A.P. Sinha, Principal Secretary, Finance Department, Vivek Pratap, Principal Secretary, Personnel Department and Hussan Lal, Principal Secretary, Health Department and other senior government officials. Ajay Gupta, Press Secretary of the Union said that the meeting was held in a cordial atmosphere and he presented Non-Teaching Staffs’ demands to the committee. He said that all the facilities have not yet been implemented for the non-teaching staff working in the private colleges for 5th Pay Commission, whereas the Punjab Government has issued the notification of 6th Pay Commission. He said that non-teaching staff working in private colleges has given HRA and Medical allowance at the old rates, while teaching staff working in these colleges are getting HRA and Medical allowance at the revised enhanced rates. He said that the increase in grade pay made by the Punjab government on 1-12-11 has not been implemented yet.

As a result, many categories are getting very low salaries. He said that the staff working in these colleges has been given pay parity equal to that of government employees from 1-9-78 and according to this pay parity the staff working in private colleges were getting salaries equal to Punjab government employees. However, allowances and salary benefits accruing after the 5th Pay Commission are not being provided as per the pay parity. Similarly, the non-teaching posts were filled by the D.P.I. colleges on 3 year contracts, are not being regularized even after the completion of 3 years. On the same pattern, the teachers have been regularized on completion of their 3-year contracts.

Bhupinder Thakur, President said that if these facilities were not extended to the non-teaching staff then they would have to face huge losses during the fixation of the 6th Pay Commission. Therefore these errors should be rectified immediately by issuing notification so that the non-teaching staff working in private colleges can avail the full benefit of 6th Pay Commission. He also requested the committee to issue notification to the staff working in private colleges along with the staff working in government colleges. The committee assured the delegation that they would soon try to meet the legitimate demands of the non-teaching staff and rectify the errors.
