On Sunday –Monday midnight Punjab state power corporation limited officials had shifted a transformer and placed the same in a much happening place-car parking back side AC Market, Adalat Bazar, Patiala in a haphazard manner . It is alleged that the powercom officers overlooked the norms under pressure from a sitting local MLA.
The concerned officers even failed to take required, mandatory permissions from Chief Electrical Inspector department, beforehand, under pressure from their political bosses to do the shifting at the earliest.
As per norms, if any transformer is going to be shifted or even new transformer is being placed, a mandatory intimation is given to the Chief Electrical Inspector department. Even a required official fees is deposited and their permission is required for energizing/ starting.
But in this case no intimation is given, no fees were deposited and no sanction was taken before transferring, placing and starting the transformer to the Chief Electrical Inspector department.
On the condition on anonymity, the same is confirmed by the officials of the Chief electrical Inspector department that “no intimation, fees and sanction was sought from our department. We had not received any letter. Even, we came to know about these violations after reading the news of royalpatiala.in .”
Another official of the Chief Electrical Inspector on the condition of anonymity said “ they might send us the intimation with dispatch number of back date. But we will seek explanation from them, for these violations.”
Meanwhile executive engineer of the concerned area Er Tiwana was not contacted despite repeated attempts.
When contacted the SDO of PSPCL East Technical Division he said “we had already forwarded the intimation letter to the Chief Electrical Inspector’s office, deposited the required fees. “ But when questioned him that the Chief Electrical Inspector office is denying this that no prior permission to shift the transformer was sought from their department and no fees was deposited by anyone in this shifting case he said “due to some work pressure the intimation letter could not be despatched to the CEI department but we have already written the letter and fees was deposited . We are informing them.”

“As per unconfirmed reports and rumors in the market, a close aide of sitting MLA of the ruling party has done all this. Even the MLA was in touch with officers when they were shifting the transformer. The close aide of the MLA remained present during the shifting of Transformer and even after that also as he has some vested interest” said Sonu, a resident.
