CM orders partially followed in his city

Chief Minister of Punjab Capt Amarinder Singh has declared state mourning for June 19,2021 (Saturday) as a mark of respect to the departed dignitary, Flying Sikh Milkha Singh, who passed away, yesterday evening.
The state government has announced the State Mourning, State Funeral and a State Holiday for June 19, 2021 (Saturday) as a mark of respect to the departed soul.
But most of the Punjab government offices in Patiala, defied the CM’s official orders of state mourning – to fly National Flag half-mast.
When the royalpatiala.in team visited the state govt. in Patiala, it found, that almost every office flouted the govt orders. But only the district administrative complex in Patiala, where the offices of commissioner Patiala division, deputy commissioner along with other departments were, followed the guidelines in true spirits and half-mast the National flag, as a mark of respect to the departed dignitary.
A stone throws away from the District Administrative Complex, is Police Lines didn’t lower the National Flag.
Even DIG Patiala range office, Punjab Public Service Commission (PPSC)head office, offices of Punjab state Transmission Corporation limited (PSTCL), municipal corporation Patiala, central Jail Patiala, SBI office etc defied the govt orders and didn’t lower the national Flag (Half Mast) to pay respect to the departed dignitary.
When questioned the Patiala municipal corporation commissioner, Poonamdeep Kaur, why the MC didn’t follow the orders of CM, she didn’t take the phone calls and responded to the text message.
When questioned Er Paramjit Singh SE-HR PSTCL he said,” we didn’t get the information. Today being a Saturday , holiday….. Next time we will keep in mind”
When contacted the DIG Patiala Vikramjeet Duggal, he didn’t take the call.
When questioned the SP (HQ) Patiala, Simrat Kaur, why the Patiala Police didn’t follow the orders of CM she said “let me check.”
When contacted the officials of SBI, Mall Road, he said,” our security officer is not present. I’ll check and lower it now.”
When contacted the Secy. PPSC Patiala Jasleen Kaur, she said” we got the orders about the State mourning only. In those orders didn’t mention about lowering the National Flag Half Mast. When asked that it’s a protocol of State Mourning and even Commissioner Patiala Division did this, she said “I’ll check it.”
Here are some protocols followed on the event of a state funeral:
The National Flag is hoisted at half-mast.
A public holiday is declared.
Restriction on ceremonies and official entertainment.
Draping of the National Flag on the deceased’s bier or coffin. The flag should not be lowered into the grave or burnt in the pyre.
The deceased is honoured with a gun salute
