Pepsu Road Transport Corporation (PRTC) is a Public Sector Undertaking owned by the State Government .The Corporation is headed by a Chairman, a political person appointed by the State Government and it is administered by body corporate consisting of such members as may be appointed by State Government. The Managing Director and the Chief Accounts Officer-cum-Financial Advisor are appointed by the State Government under section 14 of the said Act. The Managing Director is the Executive Head of the Corporation under Section 15 (1).

Chairman of PRTC is a political appointed leader or a politician and Managing Director is the executive head of the Corporation and all other officers and employees of the corporation are subordinate to him.

In March this year, Punjab government had appointed AAP leader Ranjodh Singh Hadana as the Chairman of the PRTC. Hadana seems to be on cloud nine after taking the reins of this public transport department.

Recently, he has called a tender for the purchase different types of lubricants for one year from any public sector oil marketing company, under his signature. As per rules he can’t call any kind of tenders under his signature as he has no power to do so due to his political appointment. Only the executive officer or the senior corporation officer is authorized to call any type of tender. The tender was published in leading national daily , regional newspapers on December 6,2023

A retired IAS officer who remained the managing director of the PRTC, on the condition of anonymity said “the chairman has no authority to call any kind of tenders. He is not authorized to do the work of executive. The calling of tenders is the prerogative of executive head, not in the area of political appointee. In case the MD is not appointed or on leave or not present in that case the next authorized person is the secretary. But in no case chairman can call any kind of tenders under his signature as it involve a financial aspect.”

Another officer, who retired as general manager of PRTC said “in my whole service of 36 years, I had never seen any chairman calling tenders under his signature. He has no authority to call any business which involves financial transactions under his signature.”

PRTC Chairman openly flouts the Govt norms; unauthorizedly calls tenders, ignore rules and on this issue when chairman PRTC Ranjodh Singh Hadana is contacted  he said “it’s only your News channel that is looking into these minor acts. Earlier you had pointed, highlighted the transfers issue and now this. The government has appointed me after considering my abilities, qualities. Sometimes we have to take immediate actions, procurements, so we have to do these kinds of acts. “
