Some Punjab IAS officers fail to file their mandatory annual asset details for the past many years

Today, the department of personnel has issued a letter to all the chief secretaries of states to ensure that all the IAS officers working under him to submit their immovable property return (IPR) on time.

It is mandatory for an IAS officer to submit an annual report of immovable properties they own, as, as per the All India Services (Conduct) Rule, 1968, every member of the Service is required to submit an annual return giving full particulars regarding immovable property inherited by him or owned or acquired by him or held by him on lease or mortgage, either in his own name or in the name of any member of his family or in the name of any other person.

As per the letter, every member of the service is required to submit annual immovable property return by 31st January of the next year. Failure on part of the members of the Service to comply with the requirements of the aforesaid provisions constitutes good and sufficient reason for institution of disciplinary proceedings, among other things, against them.

As per records of union government , DoPT website, as on January 1, 2023 suspended and jailed IAS officer Sanjay Popli (2008) have not filled his IPR for the year 2022.

Similarly, seven IAS officers of Punjab cadres have not filled their IPRs for the year 2021. As on January 1,2022 , officers Gulpreet Singh Aulakh (2015), Neeru Katyal Gupta (2016), Parminder Pal Singh (2016), Rajesh Tripathi (2016), Kamal Kumar Garg (2017), Ravinder Singh (2017) Sona Thind (2017) are yet to file their IPRs/ declarations.

Nineteen IAS officers of Punjab cadres have not filled their IPRs for the year 2020. As on January 1,2021 , officers Baldeep Kaur (2012), Moneesh Kumar (2014), Rajesh Dhiman (2014), Rishi Pal Singh (2014), Amandeep Kaur (2015), Gulpreet Singh Aulakh (2015), Karnail Singh (2015), Sandeep Rishi (2015), Uma Shankar (2015), Upkar Singh (2015), Amandeep Bansal (2016), Neeru Katyal Gupta (2016), Parminder Pal Singh (2016), Rahul Gupta (2016), Rajesh Tripathi (2016), Rajiv Kumar Gupta (2016), Kamal Kumar Garg (2017), Ravinder Singh (2017), Sona Thind (2017) are yet to file their IPRs/ declarations.

Twenty six IAS officers of Punjab cadres have not filled their IPRs for the year 2017. As on January 1,2018 Madhvi Kataria (2010), Mohd Ishfaq (2011), Baldeep Kaur  (2012), Bhupinder Singh-II (2012), Amit Talwar (2013), Navjot Pal Singh Randhawa       (2013), Parneet Shergill (2013), Poonamdeep Kaur (2013), Moneesh Kumar (2014), Rajesh Dhiman (2014), Rishi Pal Singh (2014), Amandeep Kaur (2015), Gulpreet Singh Aulakh (2015), Karnail Singh (2015), Sandeep Rishi (2015), Uma Shankar (2015), Upkar Singh (2015), Amandeep Bansal (2016), Neeru Katyal Gupta (2016), Parminder Pal Singh (2016), Rahul Gupta        (2016), Rajesh Tripathi (2016), Rajiv Kumar Gupta (2016), Kamal Kumar Garg (2017), Ravinder Singh (2017), Sona Thind (2017) are yet to file their IPRs/ declarations.

As per 1-1-2011, 30 Punjab IAS officers, 1-1-2012, 31 IAS officers, 1-1-2013, 27 IAS, 1-1-2014, 25 IAS, 1-1-2015, 28 IAS, 1-1-2016, 30 IAS and in 1-1-2017 36 IAS officers failed to file/ upload their IPRs.

Most of the officers are promoted from state civil services (PCS) to IAS who are yet to file their pending IPRs.
