Even after Sran’s extension ad-hocism to continue in Punjab’s power sector

Today, Punjab government issues an order of extension of Punjab state power corporation limited CMD Er Baldev Singh Sran’s services, till further orders. In other words his services are extended for uncertain period and can be terminated at any point of time. The orders of his extension came from the government after office hours, resting the speculation-who is going to be next CMD of PSPCL?

Even with the extension orders of Baldev Singh Sran as CMD, PSPCL, the ad-hocisim to remain in the Punjab’s power sector as he is now also on extension till further orders.

The state government has not finalized the directors of Punjab state power corporation limited, Punjab state transmission corporation limited, Chief Electrical Inspector and Punjab state electricity regulatory commission even after the expiry of their extended terms.

As per available information, the selection committee has already forwarded the selected names for appointment of PSPCLs director distribution, director commercial and PSTCLs director technical and same is pending with the higher ups for final selection.

At present only two directors-director finance Surinder Beri and director generation Paramjit Singh are on regular positions in PSPCL and director finance in PSTCL. Posts of director administration in both the corporations are vacant from the last many months.

Earlier, in its order dated October 7,2022 Punjab government had extended the term of Gopal Sharma, Director Commercial and Daljit Inder Pal Singh Grewal, Director Distribution for two months. As per the orders, December 12,2022 is the last date of their extended second term. Similarly, the Yogesh Tandon , Director of Punjab State Transmission Corporation Limited is also working on extended term.

As per the extension orders, their term were extended for a period of two months or till regular incumbent is appointed. But, after the expiry of their extended terms, no directors are appointed by the state government.

PSPCL and PSTCL

Punjab government has advertised the post of director, distribution, and director, commercial, whereas the PSTCL has advertised the post of director, technical. A total of 84 senior engineers have applied for these three posts. Out of this, 30 engineers have applied for the post of director, distribution (PSCL), 30 for director, commercial (PSPCL), and 24 for director, technical (PSTCL).

Punjab govt had formed a three-member selection committee comprising chief secretary, Punjab, principal secretary, power, and CMD, Power Finance Corporation (PFC). The selection meeting was postponed earlier on November 14 ,but was successfully held on December 7 and shortlisted over a dozen candidates, including three incumbents.

The trio, director (Distribution) of PSPCL Daljit Inder Pal Singh Grewal, director (commercial) Gopal Sharma and PSTCL director (technical) Yogesh Tondon has completed their term of two years and are now on extension till further orders. The selection committee has forwarded the names to the state government and now the ball is in the government’s court.

As per available information the selection committee has shortlisted Ravinder Singh Saini, Bhupinder Khosla and TPS Bhatti for director (distribution) (PSPCL) and  for the post of director, commercial (PSPCL), Harjit Singh, Harshran Kaur, Ravinder Singh Saini and two others are shortlisted.

For the post of director (technical) (PSTCL), chief engineer VS Mander and RK Sharma are also shortlisted.
